to whom it may concern: i am a chinese-american investor living in china. recently, it has come to my attention that there is a very large investment pyramid scheme being operated in the suburbs of changsha, near the 湖南中医药大学. they contacted my fiancee while she was there visiting relatives. they are asking their recruits for 70,000 rmb each, while promising returns of over 10 million rmb within 2 years. it also appears as if they are working with the local police department in cooperation on this matter. when she refused to invest any money after they attempted to brainwash her for several days, they threatened to beat and rape her,and warned her not to contact the police. several other relatives have tried to file complaints with the local police office, only to be turned away. now, i am well aware that these kinds of scams are quite common in lower-tier cities in china. but i would not expect this kind of behavior coming out of a more modern city like changsha. several thousand people appear to be involved in this scam; i am sure i do not have to tell you about the catastrophe that would ensue when this scheme eventually collapses. this kind of activity begets a hostile economic environment and is a serious deterrent for legitimate investors like me and my friends. i hope you can take care of this matter accordingly and ensure that the proper people are placed under arrest and sent to prison for a very, very long time. what they are doing is not only fraud; it is theft of the most basic and cruel kind. they are taking advantage of the common people. millions of poor people in china have been losing money to immoral, corrupt fraudsters like this. i hope that the mayor's office of changsha can do the right thing, and take the actions needed to make one small step in the right direction. regards,john
2014年5月26日我局收到贵室转来的市长信箱信件（id：577241），发信人举报湖南中医药大学附近有传销团伙，信件中没有提供被举报方的具体地址。收到信件后，我局非常重视，于2014年5月26日9点26分拨打发信人电话，无人接听,10点21分拨打发信人电话，无人接听，16点10分拨打电话，机主告知未向市长信箱举报传销。2014年5月26日9点33分，向发信人所留电子邮箱发送邮件，告知发信人如有被举报方具体地址可以再拨打12315电话进行举报。2014年5月27日9点06分，告知发信人如有被举报方具体地址可以再拨打12315电话进行举报。由于无法联系上发信人获得被举报方具体地址，暂无法登记为举报进行调查。
