领事认证是指领事认证机构根据自然人、法人或其他组织的申请，对国内涉外书、其他证明文书或国外有关文书上后一个印鉴、签名的真实性予以确认的活动。领事认证的目的是使一国出具的文书能在其他境内得以承认，不会因怀疑文书上的印鉴、签名的真实性而影响其域外的法律效力。领事认证不对书或者其他证明文书证明的事项行使证明职能，不对文书内容本身的真实性、性负责，文书内容由文书出具机构负责。
我国国内领事认证机构，是指、委托的地方外事部门（以下称地方外办）。我国国外领事认证机构，是指驻外使领馆以及委托的其他驻外机构。

央视网消息：国际货币基金组织17日发布报告称，中国经济外部再平衡继续取得进展。
国际货币基金组织当天发布了《2019年外部风险报告》，对全球经济体外部头寸进行评估，主要指标包括经常账户余额、实际汇率、外部资产负债表、资本流动和国际储备。报告指出，中国外部头寸已基本符合中期经济基本面，表明中国经济增长不再依赖出口拉动，而转向内需驱动。经济再平衡取得显著进展。
而中国国家统计局近日发布的中国经济“半年报”也显示，上半年中国经济延续总体平稳、稳中有进态势，其中内需驱动成为经济常态。在不少国外专家及业界人士看来，中国经济发展态势十分积极。
世界银行中国局局长 芮泽：今年上半年中国经济的表现符合我们的预期，可以看到部分高频指标出现稳定迹象，特别是在工业生产领域。社会消费品零售总额也大幅增长，国内需求在经济数据中的重要作用表明中国经济正在实现再平衡。
