近参加了很多项目的节能评审会，有省内的，像南阳、鹤壁，也有省外的像河北秦皇岛、湖北潜江、安徽阜阳等，给我的感觉就是虽然节能新规已经颁布两年多了，但是全国各地的执行方式并不是完全统一，比如辽宁那边的项目只要是属于化工类的，不管能耗有多大都需要到省里面去评审，有的地方对资质有要求，有的地方对资质没有要求，有的地方专家评审费用由财政拨款，有的还需要企业垫付等等，这可能跟各个地方的现实情况有关，所以节能报告带评审的事情不能一刀切，要具体情况具体分析。
